Apart from what I have just said Maze's views seem to

us here to be eminently sound and we cannot see the likelihood

of any effect from merely waving that rather milk and water

Order in Council in the faces of the smuggling organization

with periodical fines. It is much too lucrative a trade for

fines to matter and the omission of junks from the Order-in- Council leaves a big gap.
